David Comperry, a member of the Bishop's Study Committee, listed the five main recommendations: 1. establish an endowment program for agencies, 2. share administrative costs with the Tennessee Conference, 3. develop a plan to train and equip clergy and laity in core ministries with the goal of an increase of 10% in apportionment payout, 4. reduce conference funding of agencies by half over the next four years, and 5. develop an easy to understand apportionment formula.
