Note: Even though technically you can open and fill these out online, it is much better to save them to your computer and fill them out locally. If you fill them out online, you may have connection problems, and you won't be able to save a copy of your work online; it will only save to your local computer anyway.
www.OpenOffice.org provides a free editing solution for .doc files and www.pdfescape.com provides a free PDF editor.
